Self Reliance Assessments
One thing cities can be doing is figuring out what manufacturing jobs can be "brought back" after the era of globalization is over with. Often, what existed before globalization existed for a reason - some geographic advantage or concentration of talent (human capital). With the proper economic development incentives/ subsidies, these manufacturing jobs can be brought back home. Cities can also be looking at how much food and energy they can produce locally for local consumption. Any examples of such self reliance assessments would be helpful to know about.
